A 23-year-old former Amazon driver was indicted Thursday after officials said he climbed on top of a nearby garage to film a naked 11-year-old Massachusetts girl in her bedroom in March.

Jacob Guerrero was indicted on one count of sexually exploiting a child, according to U.S. Attorney Rachael Rollins’ office. He had been arrested and charged April 14.

In May, Guerrero was released on $50,000 unsecured bond, posted by his mother, according to The Sun Chronicle. Officials said Thursday that he was back in federal custody.

“Jacob Guerrero is an accused child predator who went to great lengths to sexually exploit an innocent, 11-year-old girl. The conduct we allege in this case is horrific, and it’s also a prime example of how a child can be victimized in their very own home,” said Joseph R. Bonavolonta, special agent in charge of the FBI Boston Division. “While we are grateful to have put a stop to Mr. Guerrero’s behavior, the FBI will continue to work with our law enforcement partners to identify, investigate and arrest others like him who seek to commit crimes against children.”

Around March 17, 2021, Guerrero climbed on top of the garage attached to the 11-year-old’s home and filmed her while she changed in her bedroom in Norfolk, federal officials said. The garage was just outside the girls second floor bedroom window.

Previously, officials said, Guerrero “conducted surveillance” of the girl’s home and “made notes on his phone regarding the time of day that the victim and her siblings arrived home, showered and changed clothes each night.”

He made similar notes for several other Massachusetts homes, officials said in a statement.

Officials said Guerrero is also accused of taking “upskirt” photos at Wrentham Outlets where authorities said he wore a wig and women’s clothing to get into women’s restrooms or dressing rooms and video them with a pen camera affixed to his shoes.

On Aug. 24, Guerrero concealed a small “pen camera” on his shoe and used it to take photos of women and girls in adjourning stalls, police said. The type of camera is easily hidden and can record images to micro SD cards to transfer them to another device, police added.

The charge, established in 2014 under Massachusetts’ “Upskirt Law,” says that it is illegal to secretly photograph or video a person’s intimate areas when “a reasonable person” would believe that the areas were not publicly visible.

Police said they found twelve videos where the unsuspecting victims were either fully or partially nude. Of the twelve victims, five were minors, several of whom were estimated to be as young as eight years old, police said.

“Mr. Guerrero is alleged to have targeted and followed young innocent children in our communities – one of whom being an 11-year-old girl he allegedly preyed upon and exploited for the purposes of producing child pornography,” said Rollins. “Child exploitation is one of the most heinous crimes and perpetrators will be aggressively pursued by this office. We will not hesitate to exhaust every resource necessary to identify and prosecute those who seek to sexualize and harm our most vulnerable population, our children.”

The charge of sexually exploiting a child provides for a mandatory minimum sentence of at least 15 years and up to 30 years in prison, at least five years and up to a lifetime of supervised release and a fine of $250,000.
