Style often helps define personality, and some anime characters choose to keep it casual with jeans.
Anime isn't known for fashion. Character development, animation, and world-building are far more important elements than what a character wears. However, when animators do take the time to develop a character's style, they keep their emotions, actions, and mannerisms in mind.

Animators make sure to match an anime character's personality with their wardrobe, and make it a reflection of who they are. While some anime characters wear suits and school uniforms, or sport wacky hairstyles, others prefer the casual comfort of jeans.
When thinking about anime characters that wear jeans, Best Jeanist from My Hero Academia is probably the first person to come to mind. His Quirk allows him to control clothing fiber and because jean fiber is the easiest to control he's decided to completely cover his body with it.
Best Jeanist is probably the only person who manages to make a jean outfit look dorky. His outfit may not look good, especially since he has a belt going around his face but, when it comes to being a hero, saving lives is far more important than looking good.
With dyed blonde hair and a red varsity jacket with jeans, Rika from Wonder Egg Priority screams bad girl energy. Her bubbly and blunt personality is a perfect fit for her loud fashion sense. She's also a former junior idol so it's likely she has become very aware of fashion trends.
However, her preference for jeans isn't just an indicator of her edgy personality. After partially being responsible for the death of one of her fans, it's likely her edgy fashion sense is an attempt to reject the cute and colorful parts of her idol past.
While jeans can be an indicator of a good fashion sense it's also a great way to show how little a character cares about their appearance. As a young genius detective, Death Note's L has more important things to do than worry about what outfit he's going to wear, which often results in him wearing the same t-shirt and jeans every day.

L doesn't even wear shoes, which is why most people immediately clock him as strange when they first meet him. Then again, when he's the only person capable of getting to the bottom of the Kira case, he can be forgiven for wearing the same pair of jeans every day – even if it's kind of gross.
Wearing hardy material is important for most athletes, especially those who love skateboarding. Langa from Sk8 the Infinity may be a snowboarder at heart, but he's quick to pick up the art of skateboarding.
With that comes the fashion sense of a skater, which often involves a thick pair of jeans to protect him during any nasty falls. Like Best Jeanist, function is far more important to Langa than fashion, but unlike Best Jeanist he manages to look far less dorky in his skinny jeans.
Luffy values simplicity when it comes to his outfits in One Piece, which is probably why he has a tendency to wear the same vest and jeans in varying colors.
The jean shorts, sandals, and open vest may not be the most stylish outfit, but it suits his airheaded personality well. Not to mention, the shorts provide excellent freedom of movement and are a study material, which is super important for all the fights he tends to get himself involved in.
The outfits in Yu-Gi-Oh! aren't the best looking. Most fans who grew up watching the series remember Yugi's love for leather and belts even when he was in school. Unlike the rest of his friends who liked to wear more complicated outfits, Joey Wheeler preferred a simple t-shirt and jeans.

Even though Joey has one of the biggest personalities, his personal style is simple, which makes sense considering all his energy is put into knowing everything he possibly can about card games.
Keiichi from Ah! My Goddess may have a harem of goddesses living in his house, but compared to most anime characters he's definitely an example of the every man.
His outfit choices are just as plain as his personality, which is why he typically likes to throw on a simple pair of jeans. However, his love for motorcycles and cars also plays a huge role in his outfit choices. Motorcycle seats can be uncomfortable, so it just makes sense that a sturdy material like jeans would be his go-to.
Bulma has worn a lot of different outfits throughout Dragon Ball's run. Her most iconic outfit is her pink dress from the beginning of the series, but even she has worn a nice pair of jeans when the occasion called for it.
Bulma may be a tech genius, but that certainly doesn't mean she doesn't know how to be fashion forward. Bulma knows how to dress for the times, so when high-rise jeans were in, she was one of the first people wearing them.
Not many women in anime wear jeans or any type of pants for that matter. Skirts are far easier to animate, which often means the loose-fitting garment is automatically placed on female characters.
However, personality can play a huge role in whether a character is allowed to wear pants or not, and with Kou's laid-back attitude it just makes sense that she would prefer jeans. As a lead character designer in the series New Game!, it also makes sense for her to value comfortable material over anything else.
Luffy may be the king of the jean shorts look, but Tyson from Beyblade certainly knows how to pull off the look just as well. In later seasons he eventually switches to regular jeans, but the outfit he wore for the first season will always be the best.
It's bright and simple, which perfectly reflects his loud and boisterous personality. Jeans are also a comfortable choice for the surprisingly tough sport he loves to play.
